The Government has on its agenda an emergency ordinance regulating the green certificate!
“It is time to take to the street now!
Today, now, in the Government meeting, by an emergency ordinance supplementing Emergency Ordinance no. 68/2021
THEY ARE PUSHING THROUGH THE CERTIFICATE AT NATIONAL LEVEL
They did not have the nerve to do it in Parliament.
They are doing it now, at the end of the pandemic, by emergency ordinance.
There is no paragraph 12² in the form presented until now.
Article 12 paragraph 2 letter b will allow the Government to say that it has a legal basis (an emergency ordinance) for the certificate at national level.
In practice, given article 1 paragraph 12² letter b,
‘The rules for accepting the certificates shall be established as follows … b) for the carrying on of activities upon the national territory, they shall be established by Government Decision’,
if this emergency ordinance is adopted it will have the status of a law, and the Government will be able by Government Decision to restrict ANY activity (and everything we do is reflected in an activity).
To make it clear: at present, the certificate not being provided for in any act having the force of law, we could challenge Government Decisions in court.
By putting this provision into an emergency ordinance which has the force of law, we shall no longer have any chance of challenging the Government Decisions even in court.
