Iran’s Declaration

🇮🇷 Declaration of the Supreme National Security Council of Iran concerning the two-week ceasefire and the conditions of negotiation:

“The enemy, in its unjust, unlawful and criminal war against the Iranian nation, has suffered an incontestable, historic and crushing defeat. Thanks to the sacrifice of the martyred leader of the Islamic Revolution, Grand Ayatollah Imam Khamenei, to the leadership of the Supreme Leader and Commander-in-Chief, Ayatollah Seyyed Mojtaba Khamenei, to the courage of the fighters at the fronts and to the historic and heroic presence of the Iranian people from the very beginning of the war, Iran has obtained a great victory and has forced the United States to accept its 10-point plan.

Within this plan, the United States has undertaken, in principle, to guarantee non-aggression, to recognise Iran’s continued control over the Strait of Hormuz, to accept uranium enrichment, to lift all primary and secondary sanctions, to put an end to all resolutions of the UN Security Council and of the IAEA, to compensate Iran for damages, to withdraw US combat forces from the region and to halt the war on all fronts, including against the resistance in Lebanon.

We congratulate our Iranian people on this victory and emphasise that the completion of its details still requires perseverance, prudent leadership and unity.

In the past 40 days, Iran and the forces of the resistance in Lebanon, Iraq, Yemen and the Palestinian territories have dealt the enemy blows that will never be forgotten. Iran and the axis of resistance, as representatives of honour and humanity against the most brutal enemies, have given a historic lesson — the crushing of the enemy’s forces, infrastructure and political, economic, technological and military assets to the point of collapse, leaving them no option but submission.

At the beginning of the war, the enemy believed it could quickly dominate Iran militarily and force capitulation through instability. They assumed that Iran’s missile and drone capabilities would be neutralised and did not expect so strong a regional response.

They believed this war would destroy Iran, allowing them to act freely, to divide the country, to seize its resources and to plunge it into long-term chaos.

Despite the loss of their leader, the Iranian fighters and their allies, relying upon faith and inspired by Imam Hussein, decided to give a decisive lesson — avenging past actions and ensuring that the enemy abandons any thought of future aggression and is forced to humble itself before the Iranian nation.

With this strategy and relying upon an unprecedented political and social unity, Iran and the forces of the resistance launched one of the most intense hybrid wars in history against the United States and Israel, attaining all the planned objectives.

Iran and the forces of the resistance claim to have destroyed in large measure the American military infrastructure in the region, to have inflicted major losses and to have dealt severe blows to the enemy’s forces, infrastructure and assets, both regionally and within the territory controlled by Israel. The pressure became so intense that none of the enemy’s principal objectives was attained and, within about ten days, it realised that it could not win. It then began to seek contact with Iran through various channels in order to request a ceasefire.

Iranian officials state that for over a month the enemy requested a cessation of hostilities, but these requests were rejected, since the war had to continue until the key objectives were attained, including the weakening of the enemy and the elimination of long-term threats. Iran also rejected numerous ultimatums from the USA, emphasising that it does not recognise such deadlines.

The authorities now state that most of the war objectives have been attained and that the enemy has been driven into a historic defeat. Iran’s declared position is to continue the conflict for as long as is necessary to consolidate these gains and to establish new regional security and political realities based upon its power and influence.

In this context, and following the approval of the Supreme Leader and of the Supreme National Security Council, it was decided — given Iran’s position on the battlefield and the enemy’s inability to impose its threats — to continue the negotiations in Islamabad in order to finalise the details within a maximum of 15 days.

Iran rejected all the opposing proposals and instead presented its own 10-point plan through Pakistan. The key demands include: controlled passage through the Strait of Hormuz under Iranian coordination; the cessation of military actions against allied groups; the withdrawal of American forces from the region; the establishment of a security protocol in the Strait of Hormuz affirming Iran’s role; full compensation for damages; the elimination of all international sanctions and resolutions; the release of frozen Iranian assets; and the official approval of these terms in a binding resolution of the UN Security Council.

According to Iranian officials, Pakistan conveyed that the USA had accepted these principles as a basis for negotiation, despite its public position. On this basis, Iran accepted a two-week negotiating period in Islamabad.

It is emphasised that this does not mean the war has ended, and that Iran will accept only a complete cessation of the conflict once all the terms of its proposal have been finalised.”
