Rafila’s Haste, Explained
In case you did not understand why Rafila is in such haste to adopt the “National Vaccination Strategy” and why the Government Decision had to be approved by the SRI, the SIE, the Ministry of the Interior and the Ministry of Defence:
“the recommendation encourages member states to join, to follow and to take part in the further development of the WHO’s global digital health certification network. Until member states are connected to it, and in the period up to the end of the year, they are encouraged to remain connected to the EU Gateway (the EU’s existing digital infrastructure for verifying certificates).
‘The WHO’s global digital health certification network will integrate the technology developed in the EU’s digital Covid certificates. Member states are encouraged to connect to the global digital health certification network being set up by the WHO. However, it is for the member states to decide whether and when they connect to it’, the European Council stated.
According to the institution, once connected to the network, member states are encouraged to issue and accept Covid-19 certificates compatible with the network’s requirements, in particular in the event of a declared public health emergency of international concern, and to follow and take part in the further development of the WHO’s global digital health certification network, such as a possible extension to diseases beyond Covid-19 or other uses in the health context. At the same time, the European Council asked member states to remain connected to the EU Gateway and to continue issuing certificates identical to the EU digital Covid certificate even after 30 June 2023.”
